The Institution was established in accordance with the order of the Cabinet of Ministers of Ukraine dated March 28, 2018 № 199 "On the establishment of the state institution "Export Promotion Office of Ukraine" and transferred to the management of the Economic and Financial Department of the Secretariat of the Cabinet of Ministers on September 2, 2020 № 1071 "Some issues of the integral property complex of the state institution" Export Promotion Office of Ukraine".

According to the protocol decision of the Cabinet of Ministers of Ukraine of March 10, 2021 (Excerpt from protocol № 32), the state institution "Export Promotion Office of Ukraine" was renamed "Entrepreneurship and Export Promotion Office".

The activity purpose of the Institution is to promote the development and support of small and medium enterprises, support and promote the export of goods, works and services of Ukrainian manufacturers in accordance with the program documents of the Cabinet of Ministers of Ukraine, other state planning documents.

The Institution carries out its activities in accordance with the current legislation of Ukraine, as well as the Regulations on the Institution, approved by the order of the State Secretary of the Cabinet of Ministers of Ukraine dated 12.10.2021 № 187.

In March 2019, the Institution joined the European Trade Promotion Organizations Working Group of Information Professionals (ETPO), which promotes the exchange and dissemination of information on best practices and experiences in the field of information and consulting services.

In June 2019, the Institution became the official member of the EEN-Ukraine consortium. The Enterprise Europe Network (EEN) brings together more than 60,000 companies from 17 areas in 65 countries, including 28 EU countries. With the EEN network, small and medium-sized businesses can easily find buyers and sellers of goods and services in international markets; find investors and partners for production cooperation, as well as attract the latest technologies or implement their own technologies in the international market.

Since March 2020, under the influence of the coronavirus pandemic, following the example of organizations to revive trade in other countries around the world, the Institution continued to provide comprehensive support to companies and transferred all services online. To help small and medium-sized businesses, government service support was provided during the year, which included 11 online services and 6 information platforms.

In December 2020, the Institution, in partnership with the Cabinet of Ministers of Ukraine, the Ministry of Economy and Diia.Business, with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Canadian-Ukrainian Trade and Investment Support Project (CUTIS project), launched the Single Export Web Portal.

On May 11, 2021, the Regulation on the Entrepreneurship and Export Promotion Office was approved, the purpose of which is to promote the development and support of small and medium enterprises, support and promote the export of goods, works and services of Ukrainian producers, in accordance with the program documents of the Cabinet of Ministers of Ukraine, other state planning documents.

The State Institution "Export Promotion Office of Ukraine" was renamed "Entrepreneurship and Export Promotion Office" in accordance with the Government decision of March 10, 2021.

The Regulation provides an establishment of the Supervisory Board consisting of representatives of the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Economy of Ukraine and the Ministry of Digital Transformation of Ukraine.

This transformation implies that for the first time in Ukraine there is an institution that operates for the effective development of entrepreneurship and exports, will promote the updating of the Strategy for small and medium entrepreneurship in Ukraine and the development of unified programs to support SMEs.
