What does the land reform give me?
It gives you the opportunity to purchase a land plot, as well as the pre-emptive right to buy out a leased plot and the right to transfer the pre-emptive right to another person.

Does the lease agreement terminate after the sale of land to a third party?
No, it does not. Unless the lease agreement contains such a condition.
Do I need to re-execute lease documents in case of sale of a land plot?
No. The rights and obligations will be transferred automatically.
Do I have a priority in buying out the land?
Yes, you do. The lessee of the land plot has the second priority right, while the first priority right is granted to a person who has a special permit for the extraction of minerals of national importance (if any, if the plot is located within the relevant subsoil area).
How does the lessee's pre-emptive right work?
The landowner is obliged to register the intention to sell the land plot in the State Register of Property Rights by contacting a notary no later than two months before the date of the land sale agreement.
The notary shall notify the pre-emptive right holders of such intention (with the price and terms of sale) by registered letter with an inventory of attachments and return receipt requested or in person against a receipt. If you, as a tenant, wish to exercise your pre-emptive right, you must notify the relevant notary.
When does the tenant's pre-emptive right not apply?
The land may be alienated without your waiver of the pre-emptive right in the following cases: if there is a holder of the first priority right; under a gift agreement, life estate agreement, inheritance agreement in favour of close relatives and foreclosure of the mortgaged property by a bank.
How is a land lease agreement terminated?
A lease agreement may be terminated by way of cancellation by bilateral agreement or by court decision.
The latter option requires good reasons (material circumstances): for example, systematic violation of the lease payment deadlines or use of the land for other purposes.
Is all agricultural land subject to sale?
Only private landowners can sell their land plots. The ban on the sale of state-owned and communal agricultural land remains in place.
Can foreigners buy land?
No.
The law currently prohibits the sale of land to foreigners.
A decision to allow the sale of land to foreigners can only be made after a referendum.
