The EU programme Horizon Europe 2021-2027
An agreement was signed on Ukraine's participation in the Horizon Europe Framework Programme for Research and Innovation and the European Atomic Energy Community Research and Training Programme (2021-2025), complementary to the European Union's Horizon Europe Framework Programme for Research and Innovation for the period 2021-2027.
- The total budget of the Horizon Europe program is 95.5 billion euros, which is about 20% more than was allocated for the previous research program Horizon 2020
- The European Commission has formed proposals for Horizon Europe, taking into account the interim results of the Horizon 2020 program
- The general approach to the Horizon Europe program, its purpose, objectives and structure are outlined in the presentation on the European Commission website in 23 languages
Global objectives of the program
- strengthening the European scientific and technical base and the European research area;
- increasing the innovation potential and competitiveness of Europe;
- implementing the priorities of society, supporting the socio-economic model and values of Europe.

The structure of the program covers three interrelated blocks:
Excellent Science.
Global Challenges and European Industrial Competitiveness.
Innovative Europe. The category “Widening Participation and Strengthening the European Research Area” has been distinguished.
Missions of the program
Climate change adaptation: supporting at least 150 European regions and communities on the path to climate resilience by 2030
Fighting cancer: working together under the European Cancer Action Plan to improve the lives of over 3 million people by 2030 through prevention, treatment and solutions to live longer and better lives
Restoring oceans and waters by 2030: 100 climate neutral and smart cities by 2030
European course on soil: 100 living laboratories and beacons leading the transition to healthy soils by 2030
The program is based on three main principles
Co-programming, which will be based on memoranda of cooperation
Co-funding, which will be based on a joint programme agreed and implemented by all partners with respective financial contributions
Institutionalisation, which will be based on long-term cooperation and the need for high integration
The following areas have been identified for institutionalized European partnerships:
innovation in healthcare
- key digital technologies;
- metrology;
- European transport systems;
- sustainable bio-based solutions;
- hydrogen and sustainable energy storage;
- clean and integrated transport;
- innovative small and medium-sized enterprises.
Strategic plan for Horizon Europe
The plan defines four strategic orientations for investments in research and innovation within the program for four years

Restoring European ecosystems and biodiversity and sustainable management of natural resources
Establishing a digital, climate-neutral and sustainable economy for Europe
Building a more resilient, inclusive and democratic European society
How to participate in the Program: recommendations for Ukrainian organizations
- Start preparing for Horizon Europe calls in advance, as targeted preliminary preparation significantly increases the chances of success than one or two months before the deadline.
- Decide on thematic priorities, assess your potential, analyze related topics, get acquainted with the activities of European organizations in the selected topics.
- Review the materials of already funded projects under the previous Horizon 2020 program in the areas of interest of researchers, prepare English-language descriptions of your profiles, establish direct communication with strong research and innovation groups that have been successful in previous Horizon 2020 calls and other EU programs.
- Prepare concept notes of possible project ideas for upcoming Horizon Europe calls and participate in online events held on your topics.
